Ed Evans

As Founder and CEO of Newhall Windsor LLC, Edward Evans draws on over 30 years of extensive experience and expertise developed while serving as a Special Forces and Foreign Area Officer to provide professional consulting services to clients worldwide. A retired U.S. Army Colonel, Ed’s career highlights involve a wide variety of work in the Middle East, Europe and across Asia, particularly the Indo-Pacific region.
Most recently he served as the Senior Defense Official Defense Attaché and Joint United States Military Assistance Group-Philippines (JUSMAG-P) Chief at the U.S. Embassy, Manila. As the Department of Defense's principal representative in the Philippines, he coordinated and led all DOD programs and activities with the Philippines and was responsible for overseeing over 1.2 billion dollars in foreign military sales and an annual budget of 87 million dollars.
Prior to his tenure in the Philippines, Ed was the Senior Defense Official Defense Attaché in Myanmar where he was responsible for U.S.-Myanmar bilateral military relations and built a high-performing team with a strong sense of mission in a politically sensitive, crisis environment.
His deep experience in interagency environments and missions includes interagency training and service in multiple United States Embassies overseas. Assignments include Assistant Army Attaché at the U.S. Embassies of Belgium, the European Union, and Luxembourg as well as two tours to Islamabad, Pakistan, first as Assistant Army Attaché and returning as Army Attaché.
As a SOF leader, Ed served as Regional Support Element Commander for the 3rd Special Forces Group, a Special Operations Planner for Special Operations Command Pacific (SOCPAC), and commanded an ODA and Headquarters Support Company in 5th Special Forces Group. He also was a platoon leader of an armor battalion in Germany. He has completed two Foreign Internal Defense (FID) missions, five combat tours, and numerous overseas deployments, with over 20 years serving abroad.
Originally from Wisconsin, Ed is a graduate of the University of Wisconsin Stevens Point earning a Bachelor of Science Degree in Forestry while participating in ROTC. He also holds a Master of Science degree in Defense Analysis with an emphasis in Irregular Warfare from the Naval Postgraduate School.
Keri Myers
Chief Operating
Officer
Keri brings extensive experience in philanthropy, communications, and non-profit leadership to her role as President of Newhall Windsor. Her career has centered on advancing healthcare and higher education initiatives in the U.S., where she oversaw strategic communications and managed foundation operations for multiple organizations. Internationally, she has supported U.S. government missions, including service with the USAID Burma team as a Writer/Editor for Outreach and Communications.
Keri has held leadership and board roles with numerous non-profit organizations worldwide, including serving as President of the Rangoon American Employees Recreation Association in Yangon, Myanmar and as Co-President of the American Women’s Club of the Philippines. She is committed to prioritizing relationships, building trust, and identifying the right solutions to deliver lasting results for Newhall Windsor partners.
Originally from Wisconsin, Keri holds degrees in speech communication and history from Drake University and a Master of Arts in Communication Studies from the University of Kansas.
Julie Washburn

Specialist
Julie Washburn is an operations and human capital professional with extensive experience supporting U.S. government missions and international organizations in complex administrative and business environments. She has served in leadership and program management roles with the U.S. Department of State, local NGO’s, and the private sector across Southeast Asia, Africa, and Washington, D.C., where she helped strengthen organizational operations, workforce programs, and leadership initiatives.
Her expertise includes program management, organizational operations, HR policy implementation, stakeholder coordination, and administrative systems that support efficient, mission-driven organizations. Julie is known for bringing structure, clarity, and practical solutions to organizations navigating growth, change, and operational complexity.
Earlier in her career, she served as a Peace Corps Volunteer in the Dominican Republic.
Julie holds a Master of Science in Organizational Management and maintains an active Top Secret security clearance. She currently resides in Washington, D.C.
